How can social innovations be successfully launched, scaled, and sustained?
The new OECD report “Start, Scale, Sustain” offers compelling answers — drawing on an analysis of 96 projects funded by the European Social Fund (ESF) across Europe.

At its core is the 3S Framework: Start – Scale – Sustain, a practical guide for organisations, public administrations, and funders. The report highlights what social innovation truly needs:

Start: Early-stage funding, innovation labs, and experimental spaces that allow new ideas to emerge.

Scale: Capacity building, strong partnerships, and structures that help social solutions grow beyond pilot phase.

Sustain: Long-term financing, social procurement, and embedding successful approaches into public policy.

The study makes one point clear: To ensure social innovation continues to have impact beyond 2027, support mechanisms must be aligned with these factors.

For everyone working in social innovation, public administration, or impact-driven organisations, this report offers valuable guidance.
